Fire Official Matthew Janora
Chief Matthew Janora leads the Toms River Bureau of Fire Prevention with unwavering dedication and a wealth of experience spanning over 20 years as a firefighter. Since joining the Bureau in 2017, he has demonstrated exceptional leadership and expertise. As a life member and line officer of the Pleasant Plains Fire Company, Chief Janora brings invaluable knowledge to the community. His impressive credentials, including NJ State Fire Official, Fire Sub-code Official, and Arson Investigator certifications, highlight his deep commitment to fire safety. He oversees the Bureau's daily operations with meticulous attention, managing inspections and permit approvals, site plans, budgeting, administration, and personnel with great detail. Chief Janora's extensive experience and persistent dedication makes him a cornerstone of the Toms River community, ensuring safety and excellence in every aspect of his work.

Assistant Chief Inspector
Richard Foster
Assistant Chief Inspector Richard Foster has been a key member of the Toms River Bureau of Fire Prevention since 2017, earning a promotion to Assistant Chief in 2023. He holds an associate degree in fire science and holds various credentials, including Fire Official, Fire Sub Code Official, and Construction Sub Code Official, which provide essential technical expertise. Trained as a Fire Investigator by the New Jersey Department of Justice, Richard also holds certifications as a Firefighter Level II, Fire Instructor Level I, and Youth Fire Setter Screener. Asst. Chief Foster’s fire service career includes over 15 years with the Bayville Volunteer Fire Company and Silverton Volunteer Fire Company, where he earned two life-saving awards and other merit awards.

Dominick Roselli
Lead Inspector Dominick Roselli has been a dedicated member of the Toms River Bureau of Fire Prevention since 2005, where he promotes fire safety, conducts thorough inspections, and ensures compliance with fire codes. Dominick's passion for fire service started at age 11 as a junior firefighter, leading to a 28-year career in Beachwood Volunteer Fire Company, where he rose to the rank of captain and earned multiple awards. He also served as an EMT and was a member of the New Jersey State Forest Fire Service for over 15 years. His expertise is highlighted by his role as Fire Official in Beachwood, NJ where he served for 16 years. For the past five years, Dominick has served as our Lead Inspector, mentoring new inspectors, managing complaint inspections and fire investigations, as well as the Youth Fire Setter Manager for our agency.

Kevin Britton
Inspector Kevin Britton has been with the Toms River Bureau of Fire Prevention since 1995, starting as a code enforcement ticket writer and advancing to a full-time fire inspector. His responsibilities include fire investigations, building inspections, and enforcing fire codes while educating the public on fire safety. Inspector Britton holds a Fire ICS building inspector license and has extensive experience in forest fire management. His commitment to community service began as an Eagle Scout and continues through his roles as a Life Member and Line Officer at Pleasant Plains Volunteer Fire Department and former line officer and President at Pleasant Plains First Aid Squad. In addition to his firefighting duties, Inspector Britton serves part-time as a Toms River Police CSO and is trained as an EMT, demonstrating his diverse skill set and dedication to public safety.

Ryan LaVigne
Inspector Ryan LaVigne has been a dedicated Fire Inspector with the Toms River Bureau of Fire Prevention since 2021. A life-long resident of Toms River, Inspector LaVigne holds a bachelor’s degree in Business Marketing from Kean University. His fire service career began in 2019 with Toms River Fire Company #2, where he earned the Milan “Spike” Baran Award for the highest overall score in his recruit class. Inspector LaVigne is also an active member of the Toms River Technical Rescue Team. He is certified as a NJDFS Fire Officer II, Fire Investigator, Fire Official, and Fire Instructor I. In addition to his inspector duties, Inspector LaVigne serves as a Fire Instructor at the Toms River Fire Training Center. Inspector LaVigne also sits on the Public Education Advisory Counsel overseen by the NJ State Fire Commission. Ryan's comprehensive experience and commitment to the community make him a valuable asset to the Toms River Bureau of Fire Prevention.

Craig Stalowski
Inspector Craig Stalowski has been with the Toms River Bureau of Fire Prevention since July 2021, using his expertise to ensure community safety through effective fire prevention and enforcement. He has been dedicated to public safety since graduating as a Star Student from Central Regional High School in 2010. Craig earned a bachelor’s degree in Homeland Security from New Jersey City University on an academic scholarship. His practical experience started in 2018 with the Bayville Volunteer Fire Company, followed by training at the Ocean County Fire Academy in 2019, where he received the Eugene Furey Award. Craig obtained his fire inspector certification in February 2020 and holds certifications as a Fire Official, Fire Investigator, and Youth Fire Setter Intervention Specialist.

Benjamin Carlin
Inspector Benjamin Carlin has been a dedicated member of the Toms River Bureau of Fire Prevention since 2022, bringing with him a wealth of experience and a strong educational background. He holds numerous qualifications from the New Jersey Division of Fire Safety, including Firefighter Level 1, Fire Official, Incident Management Level 3, and Incident Safety Officer, reflecting his comprehensive expertise in fire safety and emergency management. Benjamin's journey in the fire service began with the Basking Ridge Fire Company 1, where he served from 2013 to 2020 and held the position of Fire Captain in 2018. His commitment to excellence is further demonstrated by his academic achievements, having earned a degree in Fire Science and Emergency Management from Saint Peter’s University. Inspector Carlin’s extensive knowledge, leadership experience, and dedication to public safety make him an invaluable asset to our team.

Christian DeEsposito
Inspector Christian DeEsposito began his fire service career in September 2020 in Cliffside Park and moved to Toms River to join the Pleasant Plains Fire Company in May 2021. He started his career as a full-time Fire Inspector with the Toms River Bureau of Fire Prevention in March 2023 and is also a member of the Toms River Technical Rescue Team and the New Jersey State Forest Fire Service. Inspector DeEsposito is dedicated to fire safety and plays a critical role in conducting fire inspections and fire investigations, ensuring compliance with fire codes, and identifying potential fire hazards. His proactive approach and commitment have made him a valuable asset to the team, and he is focused on ensuring the safety and well-being of the residents and visitors of Toms River.

Dakota Oeskovic
Inspector Dakota Oeskovic has been with the Toms River Bureau of Fire Prevention since March 2023. Raised in the Winding River section of Toms River, Dakota studied Health and Physical Education at Rowan University. She joined the East Dover Fire Company in September 2018, where she serves as the Recording Secretary. Dakota holds state certifications including Firefighter II, Fire Inspector, Fire Investigator, and Youth Fire Setter Specialist. She actively participates in the Bureau's public education program, promoting fire safety in local schools. Dakota's expertise and dedication help enhance community safety through effective fire prevention and enforcement.

William Herbst
Inspector William Herbst has served with the Toms River Bureau of Fire Prevention since 2024. He joined our team after a 28-year career with the New York City Fire Department, where he rose to the rank of Lieutenant and played a key role in the Incident Management Team. Inspector Herbst also served as a Fire Safety Director for a New York City hospital and as a Fire Inspector at the FDNY Bureau of Fire Prevention. He began his volunteer firefighter service in 1985. Inspector Herbst holds certifications as a NJ Fire Inspector and NJ Firefighter I and has a fire science degree from Jersey City State College. His extensive experience and dedication to fire safety make him a valuable asset to our team.

Kim Jones
